If you go right back in history then Scottish women wore an earasaid, which was basically a full length kilt that belted around the waist. Today the closest piece of clothing to this would be the Full Length Kilted Skirt which has all the traditional details of a men's kilt but with deeper stitched pleats and a lighter weight cloth to give a more flattering and comfortable fit more suited to the female form. Of course women can also wear a men's kilt and if you prefer a heavier, more textured cloth then this would be the piece of Scottish clothing for you.
Even today some countries have clothing rules and restrictions and although it was a long time ago Scotland was subjected to a ban of the wearing of the kilt in 1746, and this lasted 35 years. As part of the efforts by the English Crown to suppress the Jacobite rebellion, wearing a kilt was made illegal and the punishment was harsh; 6 months in prison for the first offence, and a 7 year stay on a plantation if you were caught for a second time.
"That from and after the first day of August, One thousand, seven hundred and forty-six, no man or boy within that part of Britain called Scotland, other than such as shall be employed as Officers and Soldiers in His Majesty's Forces, shall, on any pretext whatever, wear or put on the clothes commonly called Highland clothes (that is to say) the Plaid, Philabeg, or little Kilt, Trowse, Shoulder-belts, or any part whatever of what peculiarly belongs to the Highland Garb; and that no tartan or party-coloured plaid of stuff shall be used for Great Coats or upper coats." Abolition and Proscription of the Highland Dress 19 George II, Chap. 39, Sec. 17, 1746
Although the ban was lifted in 1782, the habit of wearing a kilt had decreased and it wasn't until later in the 18th century that it came back into fashion when Royals and military officials adopted it as their uniform. Today the kilt is more popular than ever and you have a wide range of styles and fabric weights to choose from.
